Over a fifth of private rental properties will fail Decent Homes Standard
The ECC Paragon survey highlights that 21% of private rental properties in England fail to meet the proposed Decent Homes Standard (DHS), part of the upcoming Renters Rights Bill. The rates vary regionally, with only 11.6% failing in London but much higher figures in the North West (31%) and Yorkshire & Humber (27%). Other regions like the East Midlands (26.4%) and South West (25.7%) also exceed a quarter of non-compliant homes.
To meet DHS requirements, properties must be in good repair, have modern facilities, provide adequate thermal comfort, and lack Category 1 hazards (e.g., mold, asbestos, carbon monoxide). FCC Paragon supports DHS, claiming it benefits renters while encouraging landlord accountability.
Non-compliance could lead to fines up to £7,000, rent repayment, or criminal prosecution. While most landlords already meet the standard, DHS equips councils with tools to enforce upgrades and ensure safe, functional housing.
